Official title: The recruitment and handling of William Stobie
What this chapter covers
Chapter 10 is a short chapter on William Stobie, a UDA quartermaster who was recruited and run as an agent by RUC Special Branch. As quartermaster he looked after the organisation's weapons, which gave his handlers a potential view of when guns were being moved for attacks.
Key points
The chapter sets out how Stobie came to be an agent and the terms on which he was handled. It lays the ground for chapter 22, where de Silva examines Stobie's role in supplying a weapon used in the Finucane murder and what Special Branch did with the information he gave them.
Later events
Stobie was charged in 1999 in connection with the murder. The case against him collapsed in November 2001, and in December 2001 he was shot dead by loyalists. He was one of the witnesses who had died before the review began, a gap the report acknowledges in chapter 1.
